Research Fellow
Leo FEL is a Research Fellow at ESILUX. He works at the intersection of political science, law, and computer science, with a focus on election integrity and the governance of digital democratic innovations. His recently completed doctoral research analyses the adoption of internet voting across five European democracies (Estonia, Switzerland, France, the Netherlands, and Norway).
More broadly, his research interests include digital transformation in the public sector, including the governance and legal-institutional implications of digital public services, data sharing, and technology adoption in European administrations.
He earned his PhD in political science from the University of Luxembourg in 2026.
